CA Counties reports of missing and/or uncounted ballots as of 11-17-2016. CA SOS and counties seems to be ignoring 1.24M+ provisional ballots. CA counties reported totals of uncounted ballots in 3 categories: Vote-By-Mail: 1,724,014 Provisional Ballots: 1,249,461 (note: this number was 1,071,005 in the first report on 11-10-2016; hard to believe since a constant inventory of all ballots is required — it seems like in most counties these are being ignored).
